RFP: Development of an Education and Training Offerings Business Plan

Background

Newfoundland and Labrador (NL) is experiencing increasing demand for workforce development, upskilling, and industry-aligned training to support the province’s evolving green economy (including clean energy, energy efficiency, and related sectors).

As part of its mandate to enable environmentally sustainable economic growth, econext delivers education and workforce development initiatives that build awareness, develop skills, and strengthen industry capacity.

To advance this work and ensure long-term sustainability, econext intends to develop a comprehensive Education and Training Offerings Business Plan. This plan will guide the design, delivery, and scaling of revenue-generating education and training offerings aligned with industry needs and workforce priorities.

Objective

  • To develop a comprehensive, market-informed, and execution-ready Education and Training Offerings Business Plan that enables econext to:
  • Generate sustainable revenue through education and training
  • Deliver high-impact, industry-aligned programs
  • Strengthen workforce capacity in Newfoundland and Labrador
  • Position econext as a leader in green economy education and training

Scope of Work

The successful proponent will be responsible for developing a robust and actionable business plan. Key activities will include (but not be limited to):

  1. Research and Market Scan
  • Assess comparable organizations (especially industry associations) delivering education and training
  • Analyze program offerings, delivery models, and pricing structures
  • Review econext’s current offerings, pricing, and participant feedback
  • Identify gaps, opportunities, and areas for improvement
  1. Opportunity and Gap Analysis
  • Identify what is working well across the market and within econext
  • Identify inefficiencies, gaps, and underperforming areas
  • Recommend:
    • Programs to continue, improve, or discontinue
    • New opportunities econext can pursue
    • Payment structures and pricing approaches
    • Marketing and business development strategies
    • Required management and leadership considerations
  1. Business Model Design
  • Target Market and Value Proposition
    • Define target customers and payment options
    • Willingness to pay and pricing logic
    • Define primary and secondary markets
    • Identify key pain points for each segment

econext currently offers education and training courses. Access to our suite of courses and participants’ feedback will be provided.

The proponent will meet with the client biweekly to provide progress updates and address any barriers that arise.

Deliverables and Timing

Deliverables:

  • Deliverable 1:  Research findings, analysis, and initial recommendations
  • Deliverable 2: Draft Education and Training Business Plan and presentation of draft findings to econext team for feedback and discussion
  • Deliverable 3: Final Education and Training Business Plan

Timelines:

  • RFP Release Date: May 6, 2026
  • Proposal Due Date: May 27, 2026
  • Project Start Date: June 15, 2026

RFP respondents are asked to provide their own proposed schedules for the completion of the deliverable, with the understanding that the client is motivated to complete this work as time-efficiently as possible.

Budget:

econext invites proponents to submit a proposed budget for this work. While no fixed budget has been set, value for money and feasibility will be important evaluation criteria. All prices must be in Canadian dollars.

Evaluation Criteria

Submissions will be evaluated according to the following criteria:

  • Knowledge and experience in relation to the work (i.e., business planning, education, and training): Demonstrated ability to meet expectations based on completion of similar projects and/or quality of previous works
  • Understanding of the scope and objectives of the project: Demonstrated comprehension of/adherence to the RFP
  • Proposed approach/workplan and schedule
  • Experience working within Newfoundland and Labrador and/or relevant sectors
  • Price: Value of work proposed versus identified costs

Proposal Submissions

The contracting organization for this RFP is econext. A single electronic document is sufficient. The proposal should be no longer than five (5) pages and be concisely worded with clearly described objectives, methods, timelines, and outcomes. The proposal must acknowledge and fully accept the terms and conditions as laid out in this RFP.

The proposal should feature appendices, including (1) a brief description of the respondent’s company and its relevant experience with similar projects, including images of and/or links to similar products/content developed by the respondent, and (2) a description of the relevant work experience of the staff assigned to this project and their respective location.

econext is asking proponents to provide their own cost estimates for this project. Price is just one of the criteria that will be used in the evaluation of received proposals.

Submissions should include detailed budgets that align with the proposed methodology, project components, and timelines.

The electronic copy of submissions should be in DOC and/or PDF format, and sent to Ogaga Johnson, econext’s Director of Capacity Building and Project Management, via email at ogaga@econext.ca no later than 5 p.m. NDT on May 27, 2026. Questions from interested applicants can be directed to the same address.

Terms and Conditions

  • All proposals received will be considered strictly confidential.
  • The lowest cost, or any proposal, will not necessarily be accepted.
  • Proposed costs must be represented in Canadian dollars.
  • Applicants must be a company or organization of legal entities validly incorporated or registered in Canada, with work being undertaken in Canada.
  • No payment will be made for the preparation and submission of proposals for this project.
  • No fee will be made on the cost of work incurred to remedy errors or omissions for which the consultant is responsible.

econext reserves the right to meet with all or any of the applicants during the proposal evaluation stage to clarify information in the submissions and seek additional details that may be used in the evaluation.

EOI – Work-Placement Hosts (Fully Funded 4-month Internship) and Connector Event

econext is seeking expressions of interest from companies in the clean, green, and blue sectors interested in partnering with econext to host an open house (connector event) and internships as part of the Green Roots program. The requirements are as follows:

  • Host an open house connector event in June 2026.
  • Internship must be four months/120 days in duration and hosted between July 2026 – October 2026
  • Internships must be completed by October 31, 2026
  • Host companies must provide meaningful full-time work and experience (at least 35 hrs/week)

About the Company Connector Event

These are networking and connector events where program participants can meet and engage with potential employers in the green economy sector by visiting their office spaces. Host companies share about their products and services and engage with participants.

Expectations of Connector Event and Internship Hosts

Funding of up to $13,000 per placement will be provided to participating companies. Any costs related to intern compensation or project participation that are over and above the provided funding will be the responsibility of the host.

Participating hosts will be required to participate in a DEI micro-learning training provided by econext to prepare them to provide meaningful work and experience to the work-placement participants.

The submission should include:

  • A short summary (200 words or less) of your organization and its connection to or activity in the clean/green/blue sectors;
  • A short summary (200 words or less) of the type of work experience you can provide to the participating interns; and

Green Business Program

Understand your Environmental Impact. Strengthen your Business.

econext is seeking Newfoundland and Labrador businesses that want to better understand their environmental impact and access tailored support with actionable environmental insights that drive growth and efficiency. econext is working with these businesses across the province to quantify environmental impacts by helping them assess greenhouse gas (GHG) emissions, analyze energy efficiency and/or audit waste in their operations.

Following these assessments, econext will provide advice and steps tailored to your business directly that can make your operations more efficient, and help improve competitiveness and productivity in the marketplace.

Contribution

With funding from the Department of Jobs, Growth and Rural Development and the Atlantic Canada Opportunities Agency (ACOA), econext is pleased to cover 75% of the cost of assessments. The total cost of these services is approximately $10,000 on average (depending on the scope and size of the business), meaning participating businesses can expect to contribute roughly $2,500. This opportunity offers significant cost-savings for businesses.

Selection Criteria

To be eligible for participation in this program, businesses must meet the following criteria:

  • Have operations in Newfoundland and Labrador
  • Be one of the following:
  • Involved in a supply chain
  • Exporting internationally
  • Expecting to try to attract private investment
  • Have the capacity to help acquire data necessary for the assessments
  • Cannot be involved in retail or provision of personal services

It is an added benefit (but not a requirement) that participating businesses have ownership of their buildings for this project, as this will allow them to make changes based on the findings to improve environmental impact (i.e., increasing energy efficiency and decreasing GHG emissions).

econext is excited to announce its next Ideathon — an opportunity to spark innovative solutions and accelerate sustainable progress across Newfoundland and Labrador. This time, the ideathon will be hosted at Memorial University’s Grenfell Campus in Corner Brook! The weekend-long event, open to all MUN and CNA students, will be taking place in-person March 20-22, 2026.

What is an ideathon?

econext Ideathon’s brings students together to tackle real-world challenges and opportunities within Newfoundland and Labrador’s growing green economy. Participants collaborate in multidisciplinary teams, gain hands-on experience, and develop innovative solutions with guidance from industry mentors.

The specific challenge, relating to clean growth, will be released at the beginning of the weekend where we will provide you with all the necessary information needed to participate. You do not need a background in science or environmental studies to participate.

Teams will consist of 3-5 students.

Who can participate?

This is a multi-disciplinary event and we welcome any student from Memorial University or CNA to participate. If you are interested in clean growth, we encourage you to join us! Please note that this event takes place at Grenfell campus, and transportation and accommodations will NOT be provided.

When and where?

The ideathon will take place at the Atrium at Memorial University’s Grenfell Campus over a 48-hour period from March 20-22, 2026. A detailed schedule will be provided soon.

We encourage students to stay on campus while working to take part in workshops and activities and to benefit from mentors.

Electricity Industry Fundamentals: Newfoundland and Labrador Provincial Power Grid Course

econext’s 1-day course provides a practical, systems-level introduction to Newfoundland and Labrador’s electricity sector.

This course is designed for professionals, businesses, and stakeholders who interact with the energy system but do not work day-to-day as power system specialists. Participants will gain a clear understanding of how electricity is generated, transmitted, regulated, and managed in Newfoundland and Labrador, with specific attention to the Island Interconnected System and the Labrador Interconnected System. The course draws on real provincial infrastructure examples, including Bay d’Espoir, Churchill Falls, Muskrat Falls, HVdc transmission, and the provincial regulatory framework.

The training emphasizes plain-language explanations of technical concepts such as power versus energy, system frequency, transmission constraints, reliability, and capacity limits. It also provides context for current and future developments that matter for renewable integration, electrification, industrial development, and decarbonization in the province.

The content is based on publicly available information and is structured to improve electricity literacy, support informed decision-making, and reduce common misunderstandings about grid capability and constraints

Learning Objectives

By the end of this course, participants will be able to:

  • Understand the structure of Newfoundland and Labrador’s electricity system
  • How electricity is generated, transmitted, and delivered across the Island and Labrador systems.
  • Interpret transmission infrastructure and system limitations
  • Why capacity, stability, distance, and system design constrain power transfers and new connections?
  • Apply core electricity system concepts
  • Including power versus energy, system frequency, reliability, peak demand, and capacity management.
  • Understand the regulatory and institutional framework
  • The roles of NL Hydro, Newfoundland Power, the NL System Operator, and the Public Utilities Board, and how legislation shapes system planning and access.
  • Evaluate future system developments and implications
  • Planned generation, transmission, and interconnection projects and their relevance to renewable integration and electrification.

About the Instructor

Kyle Tucker, M.Eng., P.Eng.

Kyle is a Professional Engineer with nearly 30 years of experience in electrical power systems, specializing in high-voltage transmission and large-scale infrastructure projects.

His experience spans the full lifecycle of transmission system development, including concept selection, detailed engineering, regulatory approvals, construction management, and commissioning. Kyle has worked on projects ranging from local capital upgrades to multi-billion-dollar transmission systems, with experience in AC systems up to 735 kV and HVdc systems up to ±350 kV.

Kyle has led and supported terminal station expansion projects up to 230 kV and has operational experience with hydroelectric facilities, remote diesel generation, and gas turbines. He is actively expanding his expertise in wind generation and energy storage systems.

He holds a Bachelor of Engineering (1995) and a Master of Engineering (2007) from Memorial University of Newfoundland and is a registered Professional Engineer with PEGNL.

This course was developed in collaboration with Angler Solutions Inc., a Newfoundland-based consulting and technology firm providing professional services in the energy and ocean technology sectors.

Angler specializes in early-phase project development (FEL 1–2), supporting renewable energy, energy diversification, and electrification initiatives. The firm delivers integrated services including energy systems modelling, techno-economic analysis, grid interconnection assessments, infrastructure readiness studies, project management, and strategic advisory support.

Angler’s in-house Model for Energy Systems Optimization (MESO) enables advanced modelling and techno-economic evaluation of hydro, wind, solar, battery storage, hydrogen, and hybrid energy systems. MESO was the winner of Econext’s Clean Energy Optimization Challenge in 2025.

With strong local knowledge and partnerships across Canada, the UK, and Europe, Angler supports clients in de-risking early investment decisions and building credible pathways toward commercial energy projects.
